expired. the chair recognizes the gentleman from oregon, mr. blumenauer, for five minutes. mr. blumenauer: the mall shooting that might have been worse and ended in newtown, connecticut, where it's impossible to imagine that it was worse. it's part of an ongoing pattern of carnage because we lose one life to gun violence every 20 minutes, every hour, every day. the mass murders reclaiming my time page gets the country's attention, but the same total loss of life at sandy hook happens more than twice every day all year long. this is personal for me, not just because the mall shooter was in my district, but i had a high school friend who was killed with a random freak drive-by shooting, my brother took his life with a handgun as a young man. i supported gun provisions at the state and federal level at every opportunity. it might be different now. not just because the horrific image of parade of funerals for children, i submit mayor bloomberg's advocacy for gun safety and mayors who brare the brunt of the gun violence. i welcome the president's leadership and will support any reform that he

that my colleague from oregon was discussing earlier. that if you have a phrase in the law and it's been interpreted by a secret court and the interpretation is secret, then you really don't know what the law means. the fisa court is a judicial body established by congress to consider requests for surveillance made under the fisa amendments act, but almost without exception, it's decisions including significant legal interpretations of the statute remain highly classified. they remain secret. i'm going to put up this chart just to emphasize that this is a big deal. here in america, if the law makes a reference to what the boundary is, we should understand so it can be debated. if the court reaches an interpretation that congress is uncomfortable, we should change that. but of course we can't change that not knowing what the interpretation is because the interpretation is secret. so we are certainly constrained from having the type of debate that our nation was founded on, an open discussion of issues. now, these are issues that can be addressed without in any way compromising the nationa

of them in southern oregon, the other one in... the upper part of the lower peninsula of michigan. there were suddenly a large number of people in relatively small communities with very severe, bloody, diarrheal illness. and when these people went to their health care providers, the health care providers took specimens, tested them for the bugs that they knew caused that type of bloody diarrhea and came up with nothing. they turned first to the local, then to the state public health department, and when that didn't turn up any answers, the state asked the cdc for assistance. and so in circumstances where people can't come up with the causative agent, those specimens can then come into our laboratories, and we can run tests for a variety of different things that are both known and unknown. and that's what we did in that particular situation. and one of the things that we noticed is that we found that there were unusual e. coli in several of the specimens that were submitted to us from both oregon and from michigan. now, everyone normally has e. coli in their g.i. tract. it's a norm

moving through parts of the country today. you have high winds and mountain snow hitting portland, oregon. that's what you're seeing on your screen. also colorado, utah, wyoming bracing for several feet of snow. meteorologist maria molina from the fox news weather center. >> jenna, good to see you. not just out west but we expect the same snowstorm to track eastward and produce snow across parts of central plains, upper great lakes and eventually rainfall across the east coast. we have a couple of days we'll track the storm system to produce all kinds of travel headaches for anyone doing traveling coming up with christmas already around the corner. some of you will see a white christmas thanks to the snowstorm tracking east. we have snowlingering across parts of western washington, oregon. eventually the storm will move into the portions of the rockies, dumping snow in the higher elevation. good news for anyone wanting to do sking next couple days across colorado, even utah. look at parts of nebraska, iowa, wisconsin. significant snowfall accumulation out here in the area shaded in blue.

was over, i got back in the kennedy campaign, went to oregon and later to california. i campaigned for bobby kennedy with cÉsar chÁvez. it was a wonderful effort. we went all over los angeles, going into wealthy neighborhoods, knocking on doors, urging people to vote for bobby. and that evening the primary was over, bobby kennedy came up to me and said, "john, i'm going downstairs to make my victory statement. why don't you remain? " i was in his suite with his sister, several other individuals, the brother of medgar evers. and we listened to bobby, and he said, "on to chicago." and moments, minutes later, it was announced that he had been shot. dropped to the floor and cried and cried. i just wanted to get out of l.a. i got on a flight the next morning, flew to atlanta, and i think i cried all the way from l.a. to atlanta. and i came back to new york for the funeral. and before the funeral, i stood the night before as an honor guard with reverend ralph abernathy. then i rode the funeral train. the family asked me to ride with them from new york to washington. and someplace along

in here. but still a number of rivers across portions of oregon and into california, they are looking at readings that will be, all right, it looks like we have a little difficulty taking place here. but right now we have some of that moisture aimed at the west coast. as a result, we could see a couple more inches of rain. take a look at this. the rain falls from san francisco to portland, into seattle. portland, we have pictures coming out of this region over the last 24 hours. they're looking at a kim more inches of rainfall before it's all said and done. they had a boulder fall on the highway from florence to eugene, oregon. took a couple hours. now, this tree landed on the home. we don't have the reports of injuries or damage there. then, christine, zoraida, looks like for places like chicago, they're expecting those temperatures to drop from the 60s into the 30s. now it looks like winter is going to arrive. >> in chicago she's been enjoying the weather. >> the winter in chicago lasts so long. once it comes it's there till may. >> yes. >> thanks, karen. >>> new twists in the where

beyond 9:50 a.m. the chair recognizes the gentleman from oregon, mr. blumenauer, for five minutes. mr. blumenauer: thank you, mr. speaker. congress is here on new year's eve with the people they love. themselves, the special interests and the policies of the past. the overhyped fiscal cliff may well be upon us and we will find $600 billion of deficit reduction with tax increases and spending cuts, and then there will be the howls that we're doing it too abruptly from the same people that demand the same system of expiring cuts and sequestration in the first place. make no mistake, there will be some real damage. we'll be squeezing some people who deserve far better. then we'll be scrambling to find the -- refine budget reductions in a way that makes sense. in the hours, days, weeks ahead, we'll get a semi balanced small agreement. very likely, struggling throughout the new congress with budget bluster, especially in the house, moving from crisis to deadline to showdown. it's ironic because it doesn't need to be this hard. we could use the pressure and revenue from expiring temporary t

oregon, mr. defazio, for five minutes. mr. defazio: well, yesterday the republicans released a vague press release saying it constituted a counteroffer to the president's road map to avoid driving over the fiscal cliff. now, the republican plan purports to cut $1.3 trillion and raise $800 billion in new revenues. it did contain four specifics. four. cut medicare specific number one. $600 billion. cut medicaid, pays for nursing homes for seniors, of course. priority number two. three, cut the adequate cola for seniors on social security. even though 40% of seniors depend principally or totally upon social security and the cola already underestimated inflation particularly for medicare, essentials they need. cut that. not a driver of the deficit but, hey, cut that. one more specific. preserve the bush-era tax rates for income over $250,000. it's not a tax increase for everybody who earns over $250,000. it's only the income over $250,000 that would get additional taxes if the bush-era rates went away and the president's proposal was passed. but, no, they want to preserve -- totally pres

is on the phone from oregon. republican line. caller: there are so many issues to address here but i certainly wanted to talk to joshua was specifically. i retired from the air force after 20 years and recently finished my master's degree. my thesis was on diagnosing and the affects of diagnosing on the economy. one of the things i discovered through my research, which i find remarkable -- my professors as well -- was that there were two types of social security. one that people pay into and one that people do not pay into. the one which is not paid into is the one that is consuming the majority of our resources regarding social security. as i was doing the research, my thesis, the question that came about -- i was seeing clients as an intern -- these people who were receiving benefits based on being 100% disabled. there was no clear, defining factor that said when a person was 100% disabled, or 40% disabled, as we have in the military. everyone is diagnosed with a mental disorder is considered 100% disabled and is entitled to 100% benefits. the question that should be raised is, why is this n
